Establish service priorities and allocate funds within the EMA based on Ryan White legislation.

Develop a comprehensive plan for organizing, delivering, evaluating and monitoring HIV/AIDS related health and support services that seek to be compatible with existing State or local plans regarding the provision of HIV/AIDS-related services.

Assess the efficiency of the administrative mechanism in rapidly allocating funds to areas of greatest need within the eligible area.

Collaborate with state and local partners on initiatives to end the HIV epidemic.
